Statutory Preambles

(…) Though we have cautioned that statutory
preambles do not impose substantive requirements (Briggs, “supra”,
19 Cal.4th at p. 1118), our task when interpreting legislation is to effectuate
the statutory purpose –– and “statements of purpose in a statute’s preamble can
be illuminating,” particularly if a statute is ambiguous (Yeager v. Blue
Cross of California (2009) 175 Cal.App.4th 1098, 1103).
