In statutory drafting, the term “includes” is ordinarily one “of
enlargement rather than limitation.” (Ornelas v. Randolph (1993) 4 Cal.4th
1095, 1101.) “The ‘statutory definition
of a thing as “including” certain things does not necessarily place thereon a
meaning limited to the inclusions.’ ”

Interprétation
d'une loi au sens formel. La notion de "includes",
